21strategies company was founded in 2020 by Prof. Yvonne Hofstetter, Dr. Christian Brandlhuber, and Dr. Scott Muller and is based in Hallbergmoos, Bavaria.

21strategies is developing the first system for tactical AI, decision-making, and operational guidance in Europe. The founding team has been working on the operationalization of game theory and multi-agent systems since the 1990s—long before the topic became a trend.

21strategies embodies precisely the capabilities that are needed now:
the highest level of AI and technology expertise, combined with genuine practical experience in military command and control—in the interest of European sovereignty and independence. And that is exactly what 21strategies is working on—for Germany and Europe.

Our Mission

We develop European AI solutions for coordination, prioritization, and impact in the field.

Our goal is to close the gap between data overload and actionable operational guidance. Through our technologies, we enable actors to allocate resources optimally, assess situations adaptively, and maintain the ability to act even under adversarial dynamics.

Our Vision

A sovereign European capability for tactical AI coordination – as indispensable infrastructure for modern defense in a multinational environment.

We aim to implement the first MOSA-capable system for operational decision support in Europe. Not by replacing existing structures, but by intelligently connecting heterogeneous platforms – creating scalable interoperability between national approaches and technological ecosystems.
